DESCRIPTION
The municipalities in the countries of the Alpine Arch are facing large challenges: Changes in society, immigrating- and emigrating tendencies, demographic change, competition with metropolitan areas, climate change and many other aspects are hitting the communities as smallest unit of the state administration and basis of a society living together socially. Rapidly increasing cost in the areas of Health, Social Issues, Youth and Family, as well as taking over new tasks without having a secured investment are causing the communities financial hardship.
OBJECTIVES
The Main Aim is to have a capable Community of the Future •The enterprise Community – Think and act according to entrepreneurial principles •Tasks and areas of activity are clearly defined – a critical review regarding municipal obligatory tasks (from the general interest services to a musical request programme) •To achieve a planning security with regard to financial and organisational matters by a strategic management •Introducing medium-term operational programmes •The community is citizen orientated and does not administer itself •Managing the future challenges and trends
ENVISAGED OUTCOMES
•Sensitising the responsible people for the challenges ahead and problem situations of the communities •Analysis of the effect of relevant trends for the communities •Sensitisation for implementing new instruments for the strategic community management •Implementation Assistance: Type-setting of communities, community SWOT, areas of action, project portfolio, qualifying and coaching, communication and information, E-Services (E-Government, Web2.0, citizens‘issues management..) •Preparing guidelines for the strategic management of communities and intercommunal cooperation (handbook “Strategic Community Management”) •Developing a Toolbox
